in Special:ContentTranslation, incorrect initial section alignment at [[William Daniel Phillips]]

Description

Open the article https://en.wikipedia.org/wiki/William_Daniel_Phillips for translation. Before editing anything, note that the initial section alignment is incorrect: the target "Add translation" box is lower than the first paragraph. See screenshot:

After clicking the first paragraph, the alignment becomes normal, but initially it's broken, and it shouldn't be.
