Ok, but on Mediawiki why should we keep many forms, instead of keeping just one? I mean, IETF and UN decide that "zh-hant-tw" is correct and "zh-tw" is not, so Mediawiki modifies the babel accordingly... but it should also change the old forms to new ones, shouldn't it? (not the babel, of course, but wiki editors)
This task is about how the MediaWiki software represents the names of interface display languages in user preferences, not about categories.
However, those categories are created by MediaWiki-extensions-Babel user boxes. Yes, you should probably rename your categories.
In [[Special:WantedCategories]] on it.wiki there are some categories with these new names. Does it mean that the "old" categories should be moved to the new ones? (e.g. "Utenti zh-CN" to "Utenti zh-Hans-CN")

I agree very much. There are two cases:
- People merging non-disambiguation sitelinks by accident in disambiguation item, then remove the existing sitelinks(!) except for the just added one and merge it into the "correct" item. Creating one big mess.
- People who write over disambiguation pages and merge items afterwards.

As other people said, this particular case is not a bug, since the block for the IP range was intended by the sysop.
Nevertheless, when the IP is blocked automatically if a blocked user tries to login, the IP has no blocks in its block log, making its block very difficult to spot and, eventually, undo if necessary (like in this case). This actually is something which can be improved in terms of software.

In the meanwhile Babel Autocreate is still running and creating wrong categories, at least on it.wiki, it.wikiquote and en.wikiquote: for example "Category:User zh-Hans" or "Category:User de-AT" with wrong capitalization, where the correct categories "User zh-hans" and "User de-at" already exist.
