In OTRS 5 you could do the same thing with certain queues. I had a ticket get moved to permissions and I could still view and interact with it.

Possibly PGP signing (preferred for me) or committed identity like enwiki to verify identity (see en.wikipedia.org/wiki/User:Kb03 for an example)

@Masumrezarock100 is right, a Wikimedia IRC group contact will need to email iline@freenode.net (email might not be spelled correctly) to request an exemption. Even then (if I was told correctly) it's not guaranteed to be granted.
