Notify SOMEONE that an abusefilter had a sudden increase in the number of logs

Description

Currently it is hard to detect breakages caused by MediaWiki changes, because we don't have any regression tests for the extension. The notification could be sent to the author, or to sysops, or users with the right do edit filters, etc... At least someone would try to fix or workaround any new bugs introduced by the changes in core, API, etc.

Now a notification is sent to the last editor when a filter matches the emergency throttling conditions, so I think this is resolved now.
