Those are totally different. T100541 pertains to template redirects (i.e. WPFOO to WikiProject Foo), this one is for Renaming template parameters (i.e. |inportance= to |importance=).

It is somewhat duplicative of T100553 however which is specific to WikiProject template parameters so I understand if you only want to keep one or the other. Not sure which one if any is more likely.
