Add "protectedtemplate" protection level in Hewiki

Description

Hello. We saw the protectedtemplate protection in Enwiki and would like to ask something like this, so not just system operators could edit fully protected templates.
Could you, please, perform these in Hewiki:

  1. Add protectedtemplate protection level.
  2. Add templateeditor access level.
  3. Add this level to sysop and editinterface user groups.

So, each non sysop user could ask a beurocrat to be a part of editinterface user group.

What is protectedtemplate ? A group?

No, it's a protection level (https://en.wikipedia.org/wiki/Wikipedia:Template_editor)
