[Task] Add support for SnakFormatter factory callbacks to DataTypeDefinitions

Description

Add support for SnakFormatter factory callbacks to DataTypeDefinitions. Factory callbacks for SnakFormatter should be reigstered per datatype, and get the target format as a parameter,
similar to how factory callbacks for ValueFormatters work.
