Only load related articles when the user has scrolled to halfway mark of article

Description

As a reader I do not want read more to load unnecessarily so that my Wikipedia experience stays responsive and doesn't waste my data plan.

We would like read more to be ready for the reader before they get to the bottom of the page, however we don't want to load it if they never get there.
