User is not notified when his username linked in [[User:USERNAME]] is posted in a page.

I tested this on my bot accounts; I checked and there also are no notifications.

Mentions not being detected for edits across multiple sections is a known bug: T101385: Mentions are not recognized when more than one section is involved.

AFAIK the reason those didn't get picked up is because the edit did not add a signature, so Echo thought it wasn't related to a discussion.
