Duplicate campaigns appears if using same "-- name" in script/manage-lists.php

Description

Problem: During updating campaign for T123814, I used same --name "Medical translation project" for en->fa in script/manage-lists.php and Dashboard is showing two campaigns. See screenshot: https://i.imgur.com/AYUU4xe.png

Expected: Same name campaign should be merged.
