Change limitation to repeat participation in GSoC and Outreachy

Description

Wikimedia has an internal practice that limits the participation of interns of Google Summer of Code and Outreachy to one edition only. We decided that in order to assure more place for newcomers. The drawback is that we loose good candidates because other organizations will still take them. Also, we are not allowing teams to repeat configuration and to continue working in ongoing projects. Every time we have to onboard new interns for all the slots available.

Today, Google has announced a change in their rules:

Effective this year, a person can only participate a maximum of 3 times as a GSoC student in their lifetime.

Should we lift our own limitation and use these three years as a reference?

I think we should. If we want to retain new developers, this is a necessary step.

Thank you. Let's wait for more opinions. We need to decide this before starting the next round (which in practice means February).

@Aklapper, @01tonythomas please accept or object. This change is significant enough to double check with other org admins.

If we decide to change, then we could notify the interns and mentors of the past... 2? years.

I think this is a great move, but we should make sure that a previous intern has:

  1. completed the previous project or deployment process ( if applicable ) as was mentioned in their past proposal. We might have to evaluate on how much work is required more.
  2. completed the final Summer of Code / OPW wrap up report. Like - https://phabricator.wikimedia.org/T717 - where almost 12/23 have not yet submitted their wrap up report yet.

These can be taken care of during the selection process though. We might've to go back and contact mentors and students from past 2 years ( Conpherence )!

PS: Just to be clear, someone who has participated in one Outreachy round could still participate in 2 GSoC rounds with Wikimedia, but not three (which would total 4 internships).
