Would you please remind me, how can I force a QS panel to show up on production? I'm aware of ?quicksurvey=true but I'm not sure if that's actually producing any QS panel or instrumentation that I can see (maybe there's no survey or synthetic survey in mediawiki-config?). For example https://en.wikipedia.org/wiki/Bananas?quicksurvey=true doesn't at present seem to yield a QS panel.

That url param should work as long as there is at least one enabled survey. Currently there are no enabled surveys as can be tested by typing mw.config.values.wgEnabledQuickSurveys in your JavaScript console and noting the empty array.
