The title's a bit generic, but it seems to me that a lot of the "bad category" related issues in en.wp could be avoided with the use of a make list from Wikidata claim and subsequent intersection of the lists. (I'm thinking primarily of instance of = human).

There's probably also scope related to SPARQL endpoint query as well as quarry.wikimedia.org, but maybe those should be separate tasks.
