Add Text-to-Speech to iOS App

Description

Apple's iOS 9 includes some state of the art Text to Speech voices. Some of the voice packs border on human realism at times.

Our iOS app should make the most of this built in feature by:

  1. Provide instruction to how to activate "Speak Screen" (two finger swipe from the screen top) from Settings > Accessibility > Speech
  2. Provide built-in controls for reading articles and "playlists", perhaps "Wikipedia Radio" functionality

(Just want to do a shoutout to Wikispeech, since it is will be a freely licensed part of MediaWiki.)

Is this a workaround for VoiceOver bugs? I'm curious why we would reimplement text-to-speech.
