DO NOT implement this yet. See parent task for more information.

Acceptance Criteria

Update schemas for QuickSurveysResponses and QuickSurveyInitiation with the magic word to indicate hashed client IP (salt rotated, etc.) should be stored in Event Logging. See parent task for more information.
Update QS code to use the new schemas' revs.
Verify in beta cluster.
Version / merge to master.
Choo choo train prod cluster rollout.
