Description

To ease the pain of migration we should provide sane default .arcconfig files in repositories.

@greg and @mmodell according to https://secure.phabricator.com/T10366 they now support setting this globaly by setting it in /etc/arcconfig but it does not support callsigns currently.

I think we still want to have it defined in the repo.
