Footnotes in Cite CSS may be displayed incorrectly in RTL

"הוא נולד ב-1926<ref>1</ref>"
[For LTR speakers: "... in 1926<ref>1</ref>"]

This is shown incorrectly in VE in RTL - you should be able to read the text from right to left, where the reference is left to 1926 (e.g <sup>1</sup> is a reference and isn't part of the 1926 year).

This issue seems to have been introduced by unicode-bidi: embed; which was part of fix: T105605.
The ultimate solution is probably unicode-bidi: isolate, but it is only candidate recommendation and has limited browser support

I can't reproduce the issue anymore.
Seems like introduction of unicode-bidi: isolate or similar changes in other tasks fixed this issue already
