Handle PSD format

Interest: PSD is a broadly used format used to prepare actual media files used on MediaWiki installations, including Wikimedia projects. As Wikimedia communities doesn't seem to be currently interested by proprietary format, the feature would so be primarily for third party MediaWiki installations.

Suggested technical plan: Write a MediaWiki extension to provide an handler for this format. ImageMagick can convert PSD to PNG or JPG, so we can generate thumbnails easily. There are security concerns and so a need to validate uploaded files.

Event Timeline

I would suggest this be an extension.

Resetting priority, as the WMF multimedia team couldn't reasonably be the owner of this, while Wikimedia movement seems to deny proprietary formats.

The lowest priority would so be misleading, and not matching expectations from external projects. A normal priority seems reasonable for a new extension request.

While I agree that "lowest" may not be indicated, while we are blocked on unanswered questions about the viability of such a feature, I don't think this should be "normal". I'll set it to "low" for now, if we get unblocked later, we can revisit. But I don't see value in leaving this untriaged.
