To reproduce on enwiki:

1. Create a redirect using an account that is not autopatrolled.
2. Edit the page to make it a non-redirect using an account that is autopatrolled.
3. Observe that a log entry has been created claiming that the page creation from step 1 was marked as patrolled (not "automatically marked as patrolled").

I suspect this is due to PageTriage, specifically that this code is erroneously marking page creations as patrolled when that was never intended by the editor.
