Per @Legoktm at T147063#2743427 in fine, enabling abuse filter profile on Meta for a while to help identify "expensive" filters and have their conditions optimized, etc.

Thanks. Now that this is enabled, how is this used? Is there any page where I can get the profiler info to start investigating expensive filters? Regards.

I think it shows as the "On average, its run time is 0.23 ms, and it consumes 2 conditions of the condition limit." part after "Of the last 1,051 actions, this filter has matched 0 (0.00%)." when you go to view the details of a filter?
