Any reason it can't just be added to https://meta.wikimedia.org/wiki/Interwiki_map and then rebuilt for WMF wikis?

@Halfak just to verify, you want [[PAWS:$1]] to link to https://paws-public.wmflabs.org/paws-public/$1? (Note that "PAWS" would not be case sensitive, so [[paws:$1]] and [[pAwS:$1]] would also work)
