Description

Replace the current link to the global contributions tool with a link to the CentralAuth account for each user (e.g. https://en.wikipedia.org/w/index.php?title=Special%3ACentralAuth&target=BDavis%20(WMF)). This will alow reviewers to easily see contribution counts and local/global block status.

Are you only concerned with global blocks or are local blocks important?
Should the user be notified of their appearance on the block list at the time of submission or should the application only be flagged for action by the reviewers?
