MediaWiki theme: Set `line-height` explicitely on form legends and labels

Description

Without an applied line-height mostly one-liner legends and labels on forms inherit 1.6 from Vector.
Let's make it a tad smaller to ensure still readability and harmony with form margins and paddings while saving a little screen real estate.
