Description

We should set up a new project for the rewrite of Mr.Z's popular pages report (popularpages-dev) and connect it to a new GitHub repo (under https://github.com/wikimedia). The GitHub repo should be assigned to the Community Tech team (under Settings/Collaborators & teams) and also have alexz-enwp as a collaborator.
