Set up the milestone and main associated tasks based on information in T155707 after which that task can be resolved.

Break out the (multiple) ongoing mappings as a separate tasks and don't lose track of F5462387

Milestone set up at Connected-Open-Heritage-Batch-uploads (RAÄ-KMB_1_2017-02) and the main bulk of needed work sketched out. There is still a need to split some of these into subtasks and to asign them story points
