Embedded ogv files doesn't play in Phabricator on my mobile. I am using Chrome 55.0.2883.91 on a Samsung Galaxy S7 edge, with Android 6.0.1.

Chrome for Android doesn't support Ogg Theora video natively: http://caniuse.com/#search=ogv
We could perhaps hook up some kind of plugin that swaps in the ogv.js player for Ogg and WebM files that aren't supported natively in the browser, if that's something folks would find useful.

I'm very reluctant towards making us maintain any custom downstream patches working around some browser on some platform.

People are free to propose / report to upstream Phabricator developers. Or even better to Chrome on Android maintainers.

Workaround: should work to download the file and play it in VLC for Android. Awkward, but that's file formats for ya. :)
