Yes, the title was set by Whatamidoing (WMF), and the request is to do for frwiki here like for test wikis and MW.org.

Ah! Thanks! @Whatamidoing-WMF: If that's some Wikimedia server setting per project and unrelated to the Cite codebase, the template currently adds the wrong project and misses context for a patch contributor?
