When authentication is in place and we have fixed limits for the maximum number of accounts available (T156807) we will not allow coordinators to distribute more than that number. But we should still allow more open applications than the fixed limit. Users should have some visual feedback of the fact that while they can put an application in, they may still be put on a waitlist after the next round of acceptances.

This task (it could be clearer) refers to the case when number of pending applications + number of accesses granted > total accounts available, not just when accesses granted > total available.
