For new pages, consider showing a different message instead of "Describe what you changed" as the edit summary placeholder

When creating a new page using VE and saving it, the placeholder in the edit summary field says "Describe what you changed", just like when editing an existing page. This is the message visualeditor-editsummary.

The buttons "Publish page" and "Publish changes" are different for creating and editing, so this edit summary placeholder should be different as well.

Anecdotally, at least one new user in the Hebrew Wikipedia was confused about this and wrote "I didn't change anything, but created a new page from the start".
