Technical Collaboration's participation in Wikiconvention FR in October 2017

Description

We need to decide how Technical Collaboration wants to approach this event, whether we submit any proposals, and who gets travel approval.

At the moment, there is no program and nothing related to the technical field is scheduled. Last year, they were some workshops about how to become a developer, informal discussions, and presentations of the last WMF tools.

Benoit, you should probably assign this to yourself in the meantime.

Are there any Developer-Advocacy plans?

I'm open to any idea.

For people interested in attending, please also consider to add your name on T158859: Coordinate WMF staff who wish to attend the Francophone Wikiconvention 2017.

(I cannot attend that weekend, already got plans.) :-(

Developer Relations ideas should be related to Onboarding New Developers, meaning that they are either activities for new developers (probably Wikimania style, similar audience of tech savvy editors?), ideas for retaining volunteers who recently joined, opportunities for scholarships / level-up for mentors (French speaking volunteers) or a bit of everything.

For instance, do we have any French speakers in our list of newcomers and mentors of Vienna? Same question will apply to Wikimania's Hackathon. Remember, the idea of connecting all events in growth paths for newcomers and mentors.
