When we switch from constraint templates to constraint statements, we’ll need to import constraint statements of all properties, without waiting for an edit on them that would trigger the WikibaseChangeNotification hook. The simplest way to do that is probably to create a maintenance script that schedulesruns the constraintsTableUpdate job for all existing properties, as if they had just been changed.
