Docs on how to install ORES

Description

There are several common scenarios for installing ORES. Our READMEs are not explicit about each of the situations, and offer a jumble of advice. Let's review the docs and update.

Possible use cases?

  • I want to check out a development repo e.g. editquality, but have the other ORES tools installed as transparently as possible.
  • I want all repos checked out from development.
  • I want to install a specific version of ORES tools to match production at some point.

@Ladsgroup, @Halfak: If I was a new contributor who's never seen or heard of ORES, what am I expected to do & which criteria apply to call my work "finished"?
Where to find "our READMEs", what's "editquality", what's meant by "production", what's "all repos" in this context? Seeing the criteria on https://phabricator.wikimedia.org/tag/easy/ I'm missing some information in the task description...? Could you add more info via Edit Task please? Thanks!
