Description

The help message is lined up with the field label label-message rather than the field itself. This looks weird when there is help text that is not the last thing.

Instead, this text should be lined up with the field so it keeps the labels clean and makes it easier to associate the help text with the field it belongs to.

In MediaWiki-extensions-GlobalPreferences it's perhaps going to look like this:

I don't know how much T117781: Convert Special:Preferences to OOUI will change this formatting.

This is common to all uses of HTMLForm.
