Per the discussion at T173466, applications for waitlisted partners should still show up on the Review page. They're simply pending applications for partners who are set as waitlisted, so I don't see any reason to hide them.

I verified that this is fixed on the live site. You can check by filtering pending applications on CUP, which is waitlisted.
