eliminators are some sort of "partial admins" that exists in several wikis like Persian Wikipedia (fawiki), Vietnamese Wikipedia (viwiki) and some other Wikis, since they can delete pages and they are involved in patrolling (and their accounts are targeted more often) it would be good to let them enable 2fa and treat them like they are admins

I made the patch but I'm not going to add to SWAT unless someone from security gives me an explicit green light, I think it's trivial though, number of wikis that have such right is very small (three or four) and number of users with such rights is also small too.
