I believe it's exactly the same problem. I can't reproduce it since the fix is in place but we'll know for sure later this week when the patch mentioned above hits production.
It was reported in relation to the back button but it's really about loading the initial state.

It doesn't but it will get deployed Thursday at the latest, depending on which wiki you're looking at. More information about deployment can be found on the version page and the schedule.
