Logged out user can't use CX from Special:CX campaign page

Description

Steps to reproduce:

  1. Logout from Wiki.
  2. Go to: Special:ContentTranslation&campaign=specialcx page.
  3. Click on 'Try it now!' link.

Current result:
Nothing is happening, page won't go to login.

Expected:
Should point to login and after login, Special:CX should open.

Checked the fix in cx-testing and betalabs - 'Try it now!' link correctly redirects to the user Login page.
