Yes, and in fact, I think we should remove any such links from the CheckUser code, and let the wikis configure them as needed.
We should at least provide some basic Checkuser-toollinks with the
posibility of customization as Huji mentions. I agree to remove dead links
for now.
I don't know any substitute tool so I'll just remove the link, given that rETOR extension-TorBlock exists and should take care of those automatically, at least in theory.
Idk if this helps but I'm using https://www.xmyip.com/tor-ip-check/$1 as Tor node checker in my own toolset for anonymous users on Fandom
One problem we've seen is that often community-customized links go dead and/or have serious issues. I think centralizing them in the code could work better but we would have to be careful about picking the right tools (reliability and privacy wise).

This is long term inactive, but as some agreement on removal was made I've made a patch to remove the Tor node checker from the checkuser-toollinks message. Re-addition can happen later if a suitable tool is found.
