Description

Reason: See discussion in T193410 - Skin does not work at all.

Archive documentation on mediawiki.org: https://www.mediawiki.org/wiki/Skin:Synagonism-mw
Remove from mediawiki/skins (along with in .gitmodules)
Remove tests in integration/config ( zuul/layout.yaml )
Empty repository and add a OBSOLETE file.
Archive the extension's diffusion repository: https://phabricator.wikimedia.org/diffusion/SSYN/
Mark the repository read-only in Gerrit: https://gerrit.wikimedia.org/r/#/admin/projects/mediawiki/skins/Synagonism
Delete the GitHub mirror: https://github.com/wikimedia/mediawiki-skins-Synagonism

Two things left to do:

Merge and submit https://gerrit.wikimedia.org/r/430326 (@Aklapper you can do that yourself as you have access); and
Delete https://github.com/wikimedia/mediawiki-skins-Synagonism which was usually done by @demon but afaik anyone on the wikimedia project on GitHub can do.
