CX1: Communicate that publishing is only allowed to experienced editors

Description

As part of the efforts to detect when a wiki is blocking new editors from publishing translations in Content translation version 2 (T192144), we can provide some basic support for version 1.

  • Show an error message if the user is not able to publish (ideally as soon as the translation loads).
    • Message text: Your translation cannot be published because publishing is only allowed to more experienced editors on English Wikipedia. You can change the settings to publish your translation as a draft, or translate into a different language without this limitation.
    • A "Learn more" link will point to the page where the blocking is explained with more detail.
  • Keep the publish button disabled while the publish destination is the main namespace.

Given that about half of the translation activity already happening on CX2, we have plans to make CX2 the default version soon, it may be better to focus on completing T192144: CX2: Communicate that publishing is only allowed to experienced editors instead.
