As part of the efforts to detect when a wiki is blocking new editors from publishing translations in Content translation version 2 (T192144), we can provide some basic support for version 1.
- Show an error message if the user is not able to publish (ideally as soon as the translation loads).
- Message text: Your translation cannot be published because publishing is only allowed to more experienced editors on English Wikipedia. You can change the settings to publish your translation as a draft, or translate into a different language without this limitation.
- A "Learn more" link will point to the page where the blocking is explained with more detail.
- Keep the publish button disabled while the publish destination is the main namespace.
