Description

The TOC links on Special:EditWatchlist don't work since the page was updated to use OOUI.

Previously the HTML contained elements like <fieldset id="editwatchlist-ns0"> that the TOC would link to, but they were replaced with <fieldset class="oo-ui-layout oo-ui-labelElement oo-ui-fieldsetLayout">.
