Set `$wmgUseFooterContactLink = true` on Russian Wikipedia

Description

Like T48392, I would like to enable ‘Contact us’ link in correct footer on a sitewide level in Russian Wikipedia. It is present in a hacky way in the footer since 2010, so I doubt that a community consensus is needed for moving that hack to configurational level.

After this will be deployed, I can do the clean-up myself.

Make sure 'MediaWiki:Contact' and 'MediaWiki:Contact-url' are defined.
