Create project for SWAP

Description

SWAP is a JupyterHub installation used for analytics on private data.

Currently, there's no dedicated project for issues related to the instance (like T156934, T168103, T180270, and T188275). We should make one!

I think just "SWAP" is fine for the project name, but it could be "Analytics-SWAP" to be similar to other projects owned by the Analytics team.

Seems fine by us, but when phab admins approve it someone should add a herald rule to tag anything with Analytics-SWAP with Analytics also. And Analytics-SWAP is fine with us - you get to name it!

(General note: Given that our Herald performance gets worse I'd generally would like to see teams consider subprojects more often, but I understand that this might collide with existing workflows.)

If #Analytics-SWAP is fine for you, let's go for that. (Anecdote: I initially read "SWAT" instead of "SWAP" in this task.)

I've also adjusted H126 to add Analytics if not in Analytics-Kanban.

@Aklapper: subprojects sound great, I didn't know about them. And they would work for most of our projects (a few exceptions). @Neil_P._Quinn_WMF, would a subproject work for you in this context?
