Fix scap-beta-deb jobs after moving Scap to Gerrit

Description

Recent scap-beta-deb jobs are failing after moving Scap from Phabricator Differential/Diffusion to Gerrit. From what I could find we should amend jjb/mediawiki-tools.yaml and jjb/beta.yaml, although I'm not sure if we need to do something else or you want a different approach now.

I also note that the URLs zuul is trying to clone from:

18:01:05 INFO:zuul.Cloner:Creating repo mediawiki/tools/scap from upstream https://phabricator.wikimedia.org/mediawiki/tools/scap
18:01:05 DEBUG:zuul.Repo:Cloning from https://phabricator.wikimedia.org/mediawiki/tools/scap to source

both return 404.
