Problem: Many wikis have slightly different configs and therefore slightly different prefs showing. For example, enabling StructuredDiscussions on your user talk page is only an option at a few wikis, and VisualEditor is a Beta Feature for Chinese Wikipedia because of its complex script situation, but not at ~95% of the other Wikipedias.
Actual results: If you want to enable something in GlobalPrefs, you have to know what tab it's in on that wiki, and if what you want to set is not actually available at that wiki (e.g., if you want VisualEditor enabled on all the Wikipedias, regardless of whether it's currently classified as a Beta Feature or normal pref), then you have to switch to another wiki (and another and another) until you find one that has it.
Expectation: There should be at least one place (and if it's only one, then that place should be Meta-wiki) for which it's possible to find and enable/disable all the prefs for all SUL wikis.

That's a reasonable interim step, but this is the request to (someday) do the hard work necessary to make it possible to set all your GlobalPrefs without visiting a bunch of different GlobalPrefs pages on a bunch of different wikis.
