Flag edit(summary) as incivil

Description

As a user (editor) I want to flag an edit as incivil so that uninvolved editors can notice when a specific editor or conversation is generating a lot of incivility and if so can take action.

Rationale:
MediaWiki sites such as Wikipedia currently do not provide an option to flag edits. Most other platforms for user generated content do provide the ability for common user to flag posts, and have processes and resources to follow up.

Within the Wikimedia movement the space prototopy does have the abilitiy to flag confidentially to moderators, see their guidelines

This process should also include some way of detecting those who overflag. And it would be nice to be able to sort flags from users of different types -- that is, if an editor is getting a ton of flags from users with under a certain number of edits, their civility problem might just require reminding them not to bite the newbies, for instance. Or to be able to sort them by the types of pages. If they're all on a single page, maybe it's more a problem that the editor getting flagged is too emotional about that subject.

My apologies for the confusion but the Anti-Harassment tag is actually for the projects being actively worked on by the Anti-Harassment Tools team and not an umbrella project tag for all anti-harassment issues.

This idea has merit but our team has some other projects underway that we need to work on first.

@Aklapper What would be a more appropriate umbrella project which does cover all anti-harassment issues for this task? Or what would be the problem to keep the task on the untriaged column / backlog of the anti-harassment board?

None I'd say. However I don't see anti-harassment issues (plural) in this task either :)

I really like this idea. The question is what degree of anonymity should be given to the reporter? Probably only a small group should be able to see who is reporting as we want to protect reporters from potential retribution or even fear of retribution. But we do need some mechanism to prevent abuse of this system.
