[BUG] Featured Article endpoint is broken for frwiki.

Description

The feed/featured endpoint seems to be giving an erroneous page for the Featured Article:
https://fr.wikipedia.org/api/rest_v1/feed/featured/2019/11/09

This seems to be the case regardless of which day we select:
https://fr.wikipedia.org/api/rest_v1/feed/featured/2019/10/01

The response produces only the help page "Aide:Lumière sur".

Relatedly, the MW API action=featuredfeed output does not appear to be what one would expect.

Do you know when exactly this began? I haven't been able to pinpoint the underlying change on-wiki that broke this.

We should probably suppress the TFA from the frwiki /feed/featured response until we settle on a better way of finding the featured article title.

The analysis this needs is specifically: is T234219: Use a standard markup specification for collecting featured feed content from individual wikis ultimately the only viable solution here, or is it worth investing in a reworking of TFA title detection short of that?

My sense is that the time available for non-emergency feeds maintenance work is close to zero at the moment.
