Collapse "Related Gerrit Patches" when there are too many

Description

I suggest the new "Related Gerrit Patches" feature on phabricator to be collapsed by default when there are more than x number of links.

The section is nice and handy,; however, things can get annoying when the task has too many patches. Endless, painful scrolling becomes necessary before you reach the discussion section. See for example T140007. Some epic/never-ending tasks would have more patches than the example task above, which means even more scrolling.

Currently comments are collapsed when there are more than 4-5? until the user chooses to see all comments; similar thing should be done here.
