[TCB-retro] Document product change request process

Description

Particularly, we would like to streamline and document the process for developers to suggest changes to product requirements as we discover new information and find flaws or noncompliance against a design.

Update: Filed T248104: Spaces request for "Technical Wishes Private"

Once that's complete, we'll need Phabricator admin permissions (@Tobi_WMDE_SW ?) to set up:

  • New project "Technical Wishes retrospective followup"
  • New form creating a task with these defaults,
    • Visibility restricted to our new space, visible and editable by subscribers (I guess, or maybe stick to the ACL project?).
    • Tagged with projects WMDE-TechWish #Technical-Wishes-retrospective-followup
  • (It would interesting be default to a due date like 12 days in the future, so it's done by the next retrospective... but this hasn't been discussed yet.)
