Add a new licensing page to the Upload dialog / Cross-wiki media upload tool

Description

Many new users upload files to Wikimedia Commons using the "Upload dialog" (https://www.mediawiki.org/wiki/Upload_dialog) also known as the "Cross-wiki media upload tool".

This can be accessed from the 2010 WikiEditor, the VisualEditor and the 2017 wikitext editor using the menu. In the VE and 2017 wikitext editor, it's also possible to drag and drop an image in order to open this. From Structured Discussions or Discussion Tools, users can access the menu by drag and drop only because they are based on VE and 2017 wikitext editor but the button in the menu is missing.

However,

  • New users don't know anything about files in Wikipedia
    • They think that pictures are part of the article like text even if they are being stored seperately
    • They think that they will be uploaded to Wikipedia and they never heared about Wikimedia Commons
    • They don't know about copyright, licensing etc.
  • Most people tend to click any checkbox they see below an online form because without thinking about what they actually mean because it's usually a requirement to do so
  • It IS a requirement to click the checkbox to continue. When unchecked, there is a text describing what to do if the file is not the users own work, but …
    • who reads that?
    • For whatever reasons, the message disappears when checking the box
    • New users will not really understand what to do (Why do I need to leave the editor? How can I find the picture in the editor once I've uploaded it?) nor will they bother to do it
    • Intentionally or not, this all constitudes a "nudge" causing people to prefer to select "This is my own work" even if it's incorrect, see also https://en.wikipedia.org/wiki/Nudge_theory
    • It seems to be intentional to make uploads as quick and easy as possible but this just interferes with all the knowdelidge needed (see above)
  • It's not possible to the desired license

For these reasons, it is necessary to make users think about licensing and giving them more options to select from.

There are several ways to do so.

  • My (@Honischboy) original suggestion was to add a page to the upload dialog similar to the licensing page of the Upload Wizard
  • In T310944 which has been closed as a duplicate of this task, @Novem_Linguae suggested to replace the "This is my own work" checkbox by a combo box allowing users to select different things

@Honischboy: No reply, so I found https://commons.wikimedia.org/wiki/Commons:Cross-wiki_media_upload_tool which links to https://www.mediawiki.org/wiki/Upload_dialog which implies this is part of MediaWiki Core. Hence adding the MediaWiki-Uploading project tag so someone could find this task in theory.

I rewrote the task description to show the issue clearly and to include the suggestion from the task that has been merged

  1. People on discussion pages have a contant need to upload screenshots and other stuff related to article editing. Meanwhile, screenshots and screencasts of software bugs is a common case for tech forums.
  2. For some reason, I considered such uses of Commons discouraged and used imgur.com for that purpose, which is clearly suboptimal.
  3. I discussed this on the Wikimedia Community Discord. People were as confused as I was;
    • some folks even use Phab for such purposes;
    • one person shared that they refrain from discussing technical stuff on wikis as opposed to Discord because there is no streamlined process for uploading images there.
  4. A consensus crystallized that, at the end of the day, there is nothing inherently bad in uploading stuff for talk pages to Commons. Commons has no clear policy on that.
  5. The upload dialog discussed here seems to be a good mechanism for managing talk page uploads, already implemented in DiscussionTools and Conveneint Discussions. It just needs a little tweaking.
  6. If we nevertheless believe that Wikimedia Commons is a bad place for uploading stuff for talk pages, then let's create a Toolforge tool for that with some open source library to manage uploads, an API, CORS policy, copyright policy, and so on.
  7. The fact that in 2024 there is no 1) general idea among Wikimedians of where to upload stuff we discuss, 2) supporting tech for this purpose – is ridiculous, and we need to do something about it.

Just so you know, I've tweaked the upload dialog, based on @Nardog's prototype, for the needs of Convenient-Discussions, adding the ability to choose a preset for screenshots that autofills the description, source, license, and author fields. It still doesn't have a choice of licenses, but makes them available to be typed in manually.

If anybody wants to reuse or further tweak this dialog, you can rip it out of Convenient Discussions together with the imports if you need them. If something stands in your way, text me.

Note that there was a A/B test conducted in 2015 which showed a slight improvement in the quality of uploads if the restrictions were explained in more detail and/or the user was required to take some actions. Nevertheless, the conclusion was

The tested interface options weren't very successful in improving the quality of uploads, by new users or otherwise. The upload dialog was reverted to using option 1 for now.

That conclusion seems questionable to me given that the numbers do show an improvement, even though it's within 10%. Still, a lot of effort of users fighting copyright violations would be saved.

And FYI there is an ongoing discussion on Commons on deactivating cross-wiki uploads for new users.
